I just moved from Washington and it was super easy. I just took a written test (which wasn't hard at all). Not sure about you for the permit vs. license thing, but go in - these folks are very helpful.

Exit 603. You will see a Wal-Mart to the right. Make a left, at the exit light and over the freeway. 2nd light make a left parrell to the freeway, back towards Corning. DMV on the left past Tractor Supply.
