Cannabis does flower at 12 hours of light in a super controlled environment, but outdoor cannabis is a different growing technique. Many growers use incandescent lights to keep their plants from flowering during the spring/early summer transition period. Strong flowering happens at 12 hours of light and 12 hours of complete darkness, but plants can become stunted, or become "confused" and grow/veg at the same time, and may even become hermaphroditic if they are given less than 18 hours of light, or more than 12 hours of light without being "weened" off of light to match natural outdoor conditions.
