Toddlers can enjoy it. My sons class went a few times in the last year or so and he was in pre k. But parents brought their younger kids as well. I'd say if they can walk then there is something for them to do. There is a variety of stuff although the place is quite small, only one room. I'd say an hour is enough time to be there as well.
During the summer, the parking lot outside is best. When school is in session the easiest access parking would be up at hunt. There any be some visitor parking in the lot outside the center but you'd have to be careful that it was labeled as such.
