Yes, victory lake would probably be the best spot. There is an island to circle around. Several people jet ski and tube around it. Lots of traffic though, it is a very busy area.

If you reserve you will need to pay the day of reserving your spot. But they also have walk up spots that are non reservable so in that case it is first come first serve.

Definitely fremont lakes, iv been camping here all week and it is very nice, good campgrounds, shower houses, park, places to walk dogs, swim, boats are out, it's very fun, I personally have a boat and a camper but just a tent is fun to be out here
