The trail is well-marked but mostly dirt/mud so be smart and wear hikers or something better. I got more than a few raised eyebrows from passers-by when they saw me wearing BOC clogs. "Poor old lady must be lost" is what they were thinking.

Don't know about the regs, but did not see any evidence of biking on the trails. It's a county park, so maybe you could find general regs applicable to all county parks?
Go to the board at the parking lot and get the number for a ranger and call one of those guys and ask
It's not that kind of park. There are several good hiking trails and a stream. But not even a picnic table.
