Its like any other normal cemetary, which all or most all are generally as i understand " open to public" and typically the unwritten rule is sunrise sunset, for visiting hours, or like most public parks. Id also think that as long as a visitor is respectful and mindful during their visit to the cemetary. Id think it wouldnt be an issue. This cemetary might be an exception but In general. In my experiences. That ive had and visiting or finding myself on a property that visitors have made a bad impression. Causing people to be more vigilant than normal.
