I bought Howling Moon Pinot Grigio and then couldnt find it where I live anymore. I had a store order it and they got Howling cellars Pinot Grigio and said it was the exact same because of the UPC. Are these the same product?

Yes. There was a change with the label name but the wine was the same.

Yes, The Scotto's are the creators and sole producers of all the Rare products. It's what I'll call their signature wine. If you haven't tried the Rare Black then I'd suggest it as your next purchase. It's my favorite of the bunch and always is a crowd pleaser.
