This is one of the best dog parks I've been to. I love bringing my dog here to run out her endless energy. The staff is fantastic and grounds are well kept. I love that they supply the tennis balls and throwers for the dogs and have separate areas for small and large dogs with ample space. The dog fountains are great as well to help keep the dogs hydrated. Another great touch is the area and people. We have become more and more familiar with other dogs and their owners. My dog is very excited to see some of her favorite play mates when she arrives. Overall which a great park and highly recommend.

Really enjoy spending time with our pup there. And a great community of regulars. Been wonderful in helping our pup get socialized and learn to play with other dogs. Great space with tons of room.

$10 for residents of CA-assessed property and $20 for non-residents. Or the annual fee.
I believe the day visit fee is $5 and the rabies certificate and other shots need to be on an document up to date. It is pretty easy.

I've noticed people wrapping things up at around 7 PM at this time of year.

I don't think so. You can ask Howard County parks and recreation, but I've never seen the place closed for an event. It would be possible to just bring a bunch of dogs here, but you'd need rabies certificates for all of them.
We might head out there now & find out whether effected by holiday :-) (usually open to 7.30 pm on summer schedule)
