Hi , it is evaporated milk and a mixture of white and corn flour. She can also get them seared on th hot griddle with a salad or as a broiled dinner with salad and rice to be safe. The fried can sometimes drip contaminate with other foods unless it's an open fryer not used yet. Best to call after 11 and let us know her allergies and we can work from there to accommodate her. They have fantastic steamers! They're no longer served in a bucket like they were years ago but they're big and tasty. Loved them! Prices are competitive and fair.
