Short answer is no. There is no public access. It is all private property beyond the locked gate, which is located where the paved portion ends. The initial property is 5000 acres, the next parcel is 200 acres. The 2nd proprty abuts the dam, both above and below it. Tamed Cache Creek on one side, wild river on the other. I have been fortunate to have access to that property. It is spectacular. Tho the local Walmart is just 2 miles away, it's another world out there, because it also borders a Federally protected wildlife area. I have seen many types of large creatures bears, mountain lions, etc. Tho there is no land access, Cache Creek is navigable to just above the dam - where large floats are roped across. It is a 5 mph zone from the lake proper to the dam, a distance of a couple miles. It's aong trip, and should be done only when the lake is high - 4 foot Rumsey or more. Lots of stuff to hit otherwise. The dam is in an impressive deep canyon with steep sides. A trip to remember.
