This court is clean, has sufficient parking, and the staff is professional. The reason why I have given this court a 1 star review is because I have assisted two individuals with traffic citations at this court and I do not believe that the trials were fair. One individual had two traffic citations and beat one on a trial by written declaration. He lost his trial by written declaration on the other citation but obtained a trial de novo on that citation and beat it at court. Commissioner Palvir Shoker hurried him along in his motion to dismiss the citation and he did not get the chance to say everything that he needed to say. He still beat the citation because the officer dismissed the case after realizing that there was no valid traffic and engineering survey done that was issued within 5 years at the time of the citation. I strongly recommend that anyone issued a traffic citation takes advantage of their right to discovery and request that traffic and engineering survey. The second individual lost their traffic citation even though valid discovery requests were done. I strongly believe that this citation should have been dismissed because no discovery was provided even though it was requested with excess time to respond. However, traffic Commissioner Palvir Shoker believes that using a discovery request is not acceptable and that instead a subpoena duces tecum must be submitted instead of a discovery motion/ request. I strongly believe that Commissioner Palvir Shoker did not read any of the discovery motions prior to trial or even skim through them. That is my belief. The Nolo law book on beating traffic citations in California (written by lawyers) shows how you can request traffic discovery and it is valid and does not state that you need to submit a subpoena duces tecum instead. Had this traffic citation been issued to me I would have appealed it but it was not for me. I would strongly recommend that anyone who is issued a traffic citation related to this courthouse submit a peremptory challenge of the traffic commissioner they are issued if their traffic commissioner is Commissioner Palvir Shoker. You are entitled to one peremptory challenge of a judge/ commissioner in California so long as you believe you will not get a fair or impartial trial before the judge/ commissioner. It is strongly advised that you do your peremptory challenge from the very beginning before the trial has started otherwise it may be too late. When you get a new judge/ commissioner perhaps they will accept your discovery request even though it is not a subpoena duces tecum. Disclaimer: Richard is not a lawyer and does not practice law. Corrupted court and Judge (Ayana Young). Doesn’t really care of what you said and one sided. Everyone there has a reduced fee of $161 or lower but when it comes to me being a asian lower to only $278 for having a same ticket
