The city personnel has been very helpful in obtaining permits recently and have answered most of my questions or have offered other resources to help me get closer to getting the answers needed. Lack of 5 starts only because the city takes a bit of a long process to approve permits, but overall if you are patient, you can get your permits with enough time.

You can build up to 250 Sq ft without a permit
A replacement of roofing tiles material does not require a permit since it is a maintenance issue not a structural change.. structural changes such as extension, rebuilding and physical modifications would require permits and documentation due to safety design and structural reasons.
