I can't speak for the cemetary, but I would assume they don't restrict this. So, generally speaking, it is considered polite to wait until December 1st to put out any Christmas decorations. You can of course put them out any time you like, but I have found that some people get offended if you decorate before December 1st.
Go to the masonry worker at the 5-way intersection down the street from the cemetery I'm sure he can help you
