Great place to go for wildlife if you have patience. It's a large open space, you can slowly drive a good section of it. Plenty of raptors, ducks and other critters. Very entertaining during my quick 40 minute visit.

Yes. It's totally flooded, but you can still park and walk along the levee and hopefully see a beaver. You will definitely see heron.
The Cache Creek Nature Preserve. 34199 County Road 20. It is still open during the pandemic. There are not usually many people there. So social distancing is easy.

There are, just be prepared to off-road a little.
I haven't noticed any in a few days, but the area is closed due to flooding. I imagine it'll be closed for a couple more weeks after this next storm.

They often leave the best before they are able to fly and the parents will feed them on the ground. It may not need rescuing.
I had seen them a couple months ago. Not sure if their regularity, but it's definitely worth exploring at this time of day.
There is at least one spot to fish. If you look at a map, on the east side of the bypass there is a Waterway running north to south and about halfway down you'll see another water wave running east to west. At that point you may notice a small parking lot and that is where people fish from.
