It 5 bucks for the day and it's 25 to 30 dollars to stay the weekend. Yes open year round unless bad weather conditions

Will I be able to take my two small dirt bikes if they're not registered

You can... unless at the gate the ranger notices it that the tags are expired he you flag you and you can not ride them... but most of the time they never notice or pay attention. I take my son's 90 and its not registered. At longest they are riding in a safe manner and using the helmet. The rangers will not bother you and check registration .
