With a city of Tampa recreation card, I know kids get in free (pool) adults $4 with recreation card Children$2 I believe those are still the prices. For the park- free to get in.

I don't believe the park has free wi-fi itself when you're actually walking around in the Park area, but if you go into the office part I believe you can pick up Wi-Fi in there.
