You will not be able to do this per city code. The CC&R's and HOA's in the county state that no enclosed outside building maybe higher than the roof line and be any less than 3 feet from the property line. Since your building is not enclosed. It won't be approved by the city either. Because it has to be removeable and all objects stored within it also must be removeable. The roof line for this height is 9' and no less than 3' from the property line. Also all structures must be behind a fence. (This applies to all within the city limits) You are within the city limits. Because of line of sight for neighbors, property damage, potential safety risks and because how it affects the neighborhood when it lowers home and property values.
