We reported the theft of my partner’s kayak with proof as to who stole it and even after multiple attempts to get ahold of the officer who took the report, we heard nothing and couldn’t get in contact with anyone. Now that person is still walking around without any repercussions after stealing and selling our property.

The car of some friends of ours was hit by a young woman backing out of a parking space, and the cop did nothing because it was not on a public street. Two days later, they were hit by a woman who apparently tried to cut them off on a public street, and the officer did nothing because he was "too busy" and didn't have time. So when do officers do their job? Only when there is money in it for the city, as in citations for parking or speeding? A person who comes out of a parking lot and slams into the side of a large van should be cited. Too busy to do you job is NOT an excuse!

You're detained, they have full legal rights to go through your belongings. Just like at the airport, they go through your bag to make sure there is nothing bad in it.
Probably because he wasn't following orders and had been instructed what to do multiple times and didnt. If you have an issue with the way police do things sign the papers, go to academy, become an officer yourself and show them how to do. If you think you think you could do a better job then prove it

All parties, at the very least, require notification. Posting signs is another consideration. If violations continue then contact local law enforcement.
