The National Cherry Blossom Festival has drawn large crowds to the National Mall to see the famous cherry tree blossoms. But I found the spring flowers are starting to bloom also, and another special location on the National Mall to see different varieties of spring flowers is this location on Independence Avenue by the Tidal Basin and the Kutz Bridge.

Know some place where you can get them
No it's not even a food spot for that. The area is right next to a road and isn't that flat. There are no services, and no hardscape features in the ground. The title is grander than it is.
