Lot is for inspections, impound and shifting. If not busy they will let you but you take the risk of them having to wake you to move. Better for you to find a truck stop.

If I have a ll ready been found overweight at Stephen citu but need to deliver the load to Roanoke. Will I be recharged at Roanoke there?

Not if you got the ticket the same day they cannot take it to you in the same state on the same day for the same load
