I have a Savage Model 99 in .308 Win with what appears to be a heat cracked barrel. Can the barrel be re-lined or re-bored to either a .338 Federal or .358 Win.? This was bought as a used rifle and has never grouped well.

Sorry. It can not be done. Revolvers have a gap between the cylinder and barrel that does not allow them to be effectively silenced.
