It's a nice little hike, nothing spectacular. The overlook is a good classic GWNF overlook, but don't miss the viewpoint over the other valley on the way up (I think it's better). The forest is kinda uninteresting, not a particularly flourishing flora if that's what you're into. Nice camping spots though, several at/near the overlook and several great car camping spots near the trailhead. Trail itself is in good condition and well marked.

This is the map of trails of the area. There isn't anything about Kepler Outlook trail. There is Tuscarora trail nearby. So I couldn't do d an outlook but I hiked Sulphur Gap trail and it's hard.

Parking for about 10 cars (more at the upper trailhead). Complicated route to get there but you’ll find it. Great quick trail (6 miles) and good views from the top.

It is a National Forest. You can disperse camp anywhere, usually. Need to check with ranger office to see if there is any restrictions in place. When you stay camp off road, do you mean park and backpack in? There is a parking area and you can camp there plus there are a few camping spots along trail. Not sure about hunting, but supposedly you can hunt, in season. Check with ranger station.
