Why are we having problem with your system ,it don't make sense .

where and when they say 7am release of prisoners are they punctual or does it vary on the time they are actual released

There isn't any set time for release, it's usually 1 - 2 hours after whatever time they were bailed out. So if they were bailed out at 10 pm they will most likely be released between 11 pm and midnight. Also the 7 am release time only applies to inmates with a release date. My girlfriends locked up right now and is scheduled for release on the 19th. I'm assuming she'll be released at 7 am in the morning. Well good luck.
