Yes! They ask that the can have a clear label & be well sealed. Otherwise condition & amount do not matter.
Not sure if they would but I doubt that. I would ask a local health department or hospital where to dispose.

There is no charge for OC residents.
Per Department of Transportation regulations, you cannot legally transport more than 15 gallons of hazardous liquid at a time. Any more than that won't be accepted.
