Yes & NO. For borrower only looking to lower their interest rate the odds a good that they may not need an appraisal as long as they meet Fannie Mae and Freddie Mac minimal requirements. Appraisal waivers are NOT likely for borrowers looking to take large sums of cash out the equity in the home.
