"Creative" has become a very broad term in the professional world. I view it as a business that is based on an individual's (or group of individuals) creative idea, skill or talent that is of value to it's customers. Whether that is a photographer/videographer who captures moments for their clients to treasure, or a general contractor who uses innovative approaches that goes against the norms of their industry to provide an improved product. Yes, my original license was in Oregon and I worked in downtown PDX for 5 years before crossing the river to my hometown in Vancouver. I am now licensed in Washington and am able to do work in most states including Oregon. I have extensive knowledge and experience in City of Portland taxes. Most of my clients do work in Portland, even if they are based in Washington.
