I don't know if you have already gotten an answer since this was 10 months ago but even if you have then I wanted to post an answer in case someone else is looking at this in search of an answer. For Androscoggin County, as far as where animals would be taken to, they would be transported and examined and treated at the Androscoggin County Humane Society shelter on Strawberry Ave in Lewiston. As far as who you would contact in regards to those subjects or to report an issue, you can contact the Sheriff's department/Mechanic Falls Police Department which is located on Lewiston Street and they will gladly transfer you to the person you need to speak with... OR you can contact the areas Animal Control Officer, and that is Robert Leblanc that is in charge of Mechanic Falls and a large are surrounding it as well (the state DEFINITELY has a shortage of qualified animal control officers causing the few we do have to be forced to cover a much larger area than they should have to!)
