I believe they have 1 time services but you still have to fill out information regarding who you are so they are authorized to receive the package on your behalf.

Can u still pays utility bills at this place and will they take credit card payment options

Utility bills you can pay. Not sure about credit card payments though. You need to call them. They are very helpful.
