Yes, and even if they don't have an opening, someone can schedule an appointment for you if you walk in.
Andre has done all my tats since 1993 and have zero complaint. I go into the shop pretty regularly. I have 12 and going in for #13 in August. They are very professional and all great artist. As for size, pricing and what to expect, you should just go into there shop and talk to them. They will be able to answer all your questions.

I think you have to be at least 18 yrs of age to get a tattoo there, as with most shops. Call them and ask for more info.
Washington state law you have to be 18.
